DEFENSIVE TACTICS SAFETY SYSTEM
POLICY
The DEFENSIVE TACTICS SAFETY SYSTEM provides the law enforcement
officer a complete defensive tactics system of strategies,
tactics and skills for the effective, safe and legal application
and use of force for officer protection and survival.
The SAFETY SYSTEM is a comprehensive system of defensive
tactics developed on the principles of SAFETY and LIABILITY
REDUCTION.
The SAFETY SYSTEM is formulated to accomplish three (3)
objectives:
1. Save the officer’s life.
2. Protect the officer and department from legal liability.
3. Save the assailant’s life.
The SAFETY SYSTEM addresses the entire use of force continuum
with tactics and techniques that effectively counter and
neutralize edged weapons, impact weapons, and empty hand
assaults with an emphasis on controlling, restraining, and
arrest of suspects that limit the need for the use of firearms.
SYSTEMIZATION and PROCEDURES
The DEFENSIVE TACTICS SAFETY SYSTEM is comprised of six
(6) strategic subsystems. Each subsystem provides a systematic
progression of tactics, techniques and skills that compliment
and build upon each other as instruction and training progresses.
The SAFETY SYSTEM is comprised of:
1. Safety Baton System
2. Edged Weapon Awareness/Strategic Knife Defense
3. Empty Hands Safety System
4. Safety Handcuffing
5. Firearms Disarming
6. Firearms Retention
Each subsystem begins with threat identification that provides
the officer with a complete awareness of edged weapons,
impact weapons and empty hand assaults and their characteristics,
capabilities and methods of use against law enforcement
officers. The SAFETY SYSTEM then provides a strategic understanding
of the principles of offense and counter-offense that formulate
realistic and technically effective Defensive Tactics.
The Defensive Tactics Safety System remains
today the only true system that fully integrates law enforcement
weaponry and tools (impact, chemical, restraint, etc.),
empty hand control tactics, and firearms through the application
of the same tactical techniques.
SAFETY SYSTEM strategy and tactics have three (3) principles
and procedures of application:
1. Protection of the officer.
2. Neutralization of assailants’ weapon(s).
3. Control, restraint, and arrest.
SAFETY SYSTEM target identification addresses the anatomical
weapon delivery tools of the human body and restricts the
use of force to the primary target being the assailant’s
hand(s). Secondary target areas include the nerve motor
points of the arm and thigh.
Communication and verbalization principles, procedures
and commands are instructed with the use of force for threat
identification, alert, and effective suspect compliance.
SAFETY BATON SYSTEM
The Safety Baton System develops officer proficiency and
confidence in the legal utilization of the straight Baton
to effectively counter and neutralize edged weapons, impact
weapons, and empty hand assaults for effective suspect control
and apprehension.
EDGED WEAPON AWARENESS / STRATEGIC
KNIFE DEFENSE
Edge Weapon Awareness / Strategic Knife Defense is a comprehensive
two-part program that first provides the officer with a
complete awareness of edged weaponry, its characteristics,
capabilities, methods of use and its threat to law enforcement
officers. Defensive tactical skills are then instructed
based on combative knife fighting strategy that will protect
the officer and increase survival in edged weapon encounters.
Advanced training addresses tactics and techniques with
the officer’s personal edged weapon utilized as a
critical survival tool when facing deadly force threats.
The Safety Baton System and Strategic Knife Defense tactical
skills directly transfer in application to:

FIREARMS DISARMING
FIREARMS RETENTION
Through the advanced principles of parallel methodology
and transferable technology, the DEFENSIVE TACTICS SAFETY
